授業の目的、または到達目標 Non-Governmental Organization (NGO-Civil Society Organization(CSO)) is one of the most important actors of the contemporary politics. Thus, the need to analyze their functions and the challenges from comparative political perspectives.
今日の政治においてはNGO(英語では｢市民社会組織｣と一般に表現される)が重要なアクターである。今学期の講義では、このNGOがどのような役割を果たし、またどんな課題に直面しているかを比較政治学的に分析する。
授業の概要 Only few academic studies were conducted on CSOs for the reason that those who are involved with them are mostly practitioners and do not come from the academe or academic field. Since the CSOs are now so dynamic and assuming very important functions from local social welfare arena to international agenda setting, the need to analyze their functions and “problems” is a challenge in itself. We would like to tackle this challenge employing mainly comparative political science approaches.
At the end of the semester, participants in this class will have a clear idea of what is taking place in the contemporary political-economy.
NGOは学問の対象とするよりは実践するものだとの認識が一般的です。しかし、途上国だけでなく先進国においてもNGOは環境問題についての国際的協議から地域開発、あるいはお年寄りの福祉介護の分野に至るまで重要な役割を果たしている割には、あまり学術的に分析されていません。本年度の「比較政治論」は、このNGOについていくつかの側面から分析することによって、現在の世界の政治経済が直面している課題について考えてみたいと思います。

成績評価方法・基準 Essay 70%, participation of the discussions 30%
小論文70％、平常点（出席・議論への参加）30％
備考 The schedule of the class will be as follows:
1. Eight (8) day lecture most probably between the last Saturday of October and up to the first Saturday of December.
2. Each session will cover two (2) periods except for the first week.
However, this schedule is just tentative. We are open to discuss with participating students regarding this schedule as well as the contents of the lectures.
With regard to the lecturer, he has been conducting a comprehensive study on the relationship between Japanese NGOs and the Government of Japan (Ministry of Foreign Affairs, Ministry of Finance, JICA, JBIC) and was seconded to the Japanese Embassy in Manila twice( as political attaché and a minister). Based on these experiences he is qualified to share with the students many of these interesting episodes and experiences.
Everybody is encouraged to join this class even those who do not have a political science or comparative politics background. Come and join us.
講義は後期の変則的な集中講義の形で行われます。10月下旬開始で、第1回のみ1コマ、それから毎週土曜日に2コマずつの計8回、合計15コマです。講師は、現在、日本のNGOと政府(外務省、JICA、JBIC、財務省)との関係について関係者への聴き取り調査を実施しており、在フィリピン日本大使館にも2度ほど出向した経験がありますので、具体的なエピソードを交えてお話しできると思います。政治学についてはこれまであまり縁がなかった院生の方も大歓迎ですので、是非ご参加ください。
