授業の目的、または到達目標 Upon completing this course, students will be able to:
Explain with a critical perspective the main facets of the international refugee protection regime, including the provisions of the 1951 Refugee Convention and the functioning of the UN High Commissioner for Refugees;
Explain the main debates regarding reform of the international refugee protection regime.
授業の概要 Current and historical refugee situations will be examined from a multidisciplinary standpoint, and students will be introduced to current research on forced migration from a wide range of perspectives. In particular, students will be asked to use the human rights prism in viewing situations of forced migration. This means understanding the nexus between refugee protection and human rights, and how the violation of human rights is at the core of the reasons that people are forced to flee their homes. While this presents a coherent framework, it is also important to recognize that the legal framework of international human rights is not a panacea In addition, refugees are not mere ‘victims’, to be ‘helped’ by international ‘experts’ - they are human beings with agency. With this in mind, students will be asked to maintain a critical perspective on the international regime for refugee protection, in particular the state centred manner in which it has been formulated and in which debates on reform have been proceeding.
